SIGNAL PERSON: the standard requires passing an oral or written test AND a practical test. RIGGER: demonstrated ability, judged by the employer.
RIGGER: the employer determines and documents each rigger’s qualification (NCCCO Rigger Level I/II is accepted evidence, but it is not OSHA-mandated). SIGNAL PERSON: qualification documentation kept available at the site, specifying which signal types the person is qualified for. Portable between employers ONLY if evaluated by a third-party evaluator — NOT portable if evaluated by the employer’s own evaluator.
